trail. all right now, on "fox news sunday." hello, again, from fox news? washington, dc. we will get to our coverage of the presidential race in a moment. but first the huge storm on east coast threatening millions, as well as disrupting campaign schedules. here is the latest on the storm from the extreme weather center in new york. maria: thank you, chris. sandy is an extremely dangerous storm with winds up to 75 miles per hour, and the center of it is well away from where it is supposed to make landfall across central portions of new jersey as we head into monday night. but because it is so large with winds extending out from the center up to 500 miles we are feeling the impact with a lot heavy rain falling across eastern portions of pennsylvania through the washington, dc and baltimore area. landfall is expected monday night and tuesday morning with

winds at 75 miles per hour. this is going to cause major coastal flood from new jersey and new england with a wind event and long duration rain event. >>chris: the latest on sandy from the extreme weather center. with president obama and governor romney headed into the final week we want to track where the race stands with senators from four key swing states. republican problem portman who played president obama in romney's debate appropriation, 18 electoral votes if play in a state obama won in 2008 by 4.6 points and now leading by 2.3 points in the latest average of recent polls. republican ron johnson of wisconsin, ten electoral votes at state, obama won by 14 points last time and now leading by 2.3 percent. democrat mark warner, obama

woman the 13 electoral votes by 16 points four years ago and now is tried and democrat part udall of colorado, obama won nine electoral votes by nine points and the race now is dead even. senator portman, the state most people think may decide the race and that is ohio, the obama camp says they have a big edge in early voting in your state and they also note they have 137 campaign offices around the country but the romney camp has only 39. >>guest: well, you mentioned first of all the real clear politics average in ohio being 2.3 percent in president obama's favor. as of this morning it is 1.9 percent. that is because the polls are closing. the latest poll was this morning in ohio by the ohio newspapers, showing the race is a dead heat. that is certainly what i feel. i feel like the momentum is on our side. i have been at six rallies the last week and at a dozen victory

centers and the energy and enthusiasm is on our side this year. it is interesting to watch but we were down probably five or ten points before the debates and after the debates, well, we are dead even. >>chris: senator warner your state is in the path of huge storm, if you lose power could it affect early voting or an effect on election day? >>guest: well, chris, the governor has declared a state of emergency. i think we don't have an extensive as early voting in virginia as other states but i think in terms of how the president looks, it looks good. the "washington post" has a poll with the president above the magic 50 percent mark, 51-47 percent, and he had a great rally in richmond. i was with him and 15,000 strong, the strong of the rally in virginia to date. and the storm will throw havoc

in the race because i was supposed to be the president and president clinton on monday but the rally is canceled. virginia is ready to get to the polls and the president will carry virginia and as four years ago when virginia was a state that put the president over the edge in terms of winning we hope to claim that title again this year. >>chris: senator johnson, wisconsin has not gone for a republican since ronald reagan back in 1984. how much do you think that romney will be helped by the big organization that governor scott walker had to build to hold off the recall vote last june? >>guest: well, it is helpful. we have a strong ground game here and it is interesting that the most recent rasmussen poll was dead even 49 to 49 and those that have made up their mind or for sure will vote, governor romney got 51 percent versus president obama at 41 or 48. yesterday, the issue benghazi is bubbling up.

people are demanding answers from the administration. that will have a big impact in the state of wisconsin. >>chris: we will get to benghazi later in the discussion. senator udall i was surprised to learn close to 80 percent of voters in your state will vote before election day and romney catch says they are winning in absentee requests and early voting and they say they are will swinging the suburbs around denver that went for obama four years ago. >>guest: good morning, chris. we have a great ground game here in colorado. you are right, about 80 percent of the votes will be cast before election day but colorado will go for a president who is overseeing slow but dead difficult economic growth with 8 percent, and the colorado people look if a leader who says what he means and means what he says. so, governor romney has three problems in colorado: we do not know if it is moderate mitt (o) me, too, mitt, that will serve as president and he has been

unfriendly to hispanics and latinos and women in this state are pro choice and want to make their own health care decisions. the republican party has said to women, we know what is best and we don't want you to make your own decisions and that is why president obama will carry colorado. >>chris: now, the economy, which everyone agrees is the number one concern for voters, senator johnson, in wisconsin, let me put up some numbers. the unemployment rate is now nationally down to 7.8 percent and g.d.p. growth in the third quarter rose from 1.3 percent in the second quarter to 2.0 but, still, it is a weak recovery, but, are the president's policies starting to turn things around? >>guest: no, we have had a meager recovery, and it has been tepid and all you can say as far as the g.d.p., it is less bad news. after the wisconsin debate,

wisconsin saw governor romney is a man of integrity and intelligence, a man with a plan, unlike president obama who has no proposals to save social security or medicare or unlike the democrats in the senate who have not pass add budget in three years. people want real leadership. that is what they see in governor romney and paul ryan, someone with the courage to put forward real proposals. >>chris: now, the economic recovery, even though unemployment is down to 7.8 percent, no president has been re-elected with unemployment this high since fdr back in 1940, no president has been re-elected with growth this low since they began tracking g.d.p. in 1930. those are strong headwinds. >>guest: yes, but we need to also look at where we were and where we have come. we all remember how bad things were four years ago, losing

800,000 jobs a month and we are at five million plus jobs, steady job growth, increases and the g.d.p. numbers, i would like to see them higher but compare america to the rest of the world we are the shining shot in the whole world. china or india, look at us, we will lead the world recovery and the president has us back on the right track and we need to deal with the budget issues which my colleagues would agree, as well, in terms of not going over the fiscal cliff, but, i would echo what senator udall said, we don't really know what governor romney's plan is. the budget plan that he lies out would actually cut 75 percent of all investments in education and r&d and infrastructure. that is not the way to grow a economy. in virginia we are down to 5.8 percent or 5.9 percent unemployment and we have recovered quicker than other

states. a reason that the president will carry virginia is because of that. >>chris: senator udall we will get to romney's plan in a moment, but, first, obama's plan, this week on the campaign trail, he was brandishing and we can see it here, the glossy brochure that he said is his agenda for the next four years but it states goals like create a million manufacturing jobs by 2016 and cut net oil imports by 2020 but these are recycled targets from four years ago that he was unable to achieve the first term. >>guest: we have made a lot of progress to reaching the goals and if you look at what the president's accomplished we are moving forward. my concern and what i hear from those in colorado is that a president romney would go back to the policies of the bush administration which were to cut taxes, cut regulations and run under the debt. that isn't going to work. president obama is making the

case over this last nine days about what he would do if he is handed a second term and he would builds on the successes of the last four years. we trapped the president into an airplane that was headed to the ground at mach speed and he has righted, now, the airplane. we are headed in the right direction. he deserved another term. >>chris: senator portman weigh in on the obama agenda and his record and, also, questions about romney's record and whether it is a return to the policies of george w. bush. >>guest: chris, it is simple why governor romney is doing so were better in ohio. people are focused on the economy and jobs and mitt romney has a land that is pro growth and pro jobs and president obama doesn't. when you look at the last four years they are disappointed. we are living through the weakest economic recovery since the great depression, there are 22 million americans struggling

to find works and 3.5 million more women in poverty. take home pay has gone down $4,300 per family. president obama has the glossy brochure and i have looked at that brochure and i layed this role of obama during the debate preparation and it is more of the same. you can argue we need to do more of the same but it hasn't worked and it hasn't worked by president obama's own measurement, saying unemployment would be 15 percent lower if we passed the stimulus package. he said economic growth today would be two-thirds higher than it is. so, it hasn't worked. the one thing he does have in his new proposal is to raise taxes. yes, he wants to raise taxes on a million small businesses including a lot in ohio, and that will result, according to a study by the national medicination of independent businesses, with a 700,000 job loss which we cannot afford. governor romney has suggested a

tax reform proposal that lowers the rate of taxation but makes the tax code more efficient and simplifies it resulting in seven million new jobs the next 10 years. that is the choice. in ohio, they are choosing mitt romney and that is where the enthusiasm is. >>chris: one of you talked about the issue of women and the two campaigns have been battling for months overwhelm and the polls seem to indicate that, in fact, romney has succeeded to at least some degree depending on the poll in closing the scene december gap for women preferring obama over him. this week, indiana republican senate candidate talked about having no exceptions at all in the case of abortion. take a look. >> life is a gift from god. even when life begins in that horrible situation of rape, it is something that god intended to happen. >>chris: senator johnson, mitt romney disavowed the comments

and he has tried to walk them back but it brings up the bigger question, why should a woman who believes freedom of choice when it comes to abortion, why should she vote for mitt romney who said he would like to see roe vs. wade overturned and wants to cut off funding for planned parenthood. >>guest: i had one person talk about the abortion issue during the campaign. what is moving people in wisconsin, romney is an individual when faced with the legislature controlled 85 percent by democrats was able to work with the democrats. you look at his record versus president obama who has been totally unable to work with divided government in washington, dc --. >>chris: on the question, sir, of abortion --. >>guest: it is not even an issue here in wisconsin. it doesn't even move the radar at all. people are concerned about, unbelievable how many came up to

me demanding answers on benghazi. i had a father of a marine, a young many, saying, i want to know who this commander in chief is, what orders he gave, what didn't he give. that is the question on the table for the last ten days, what happened in benghazi? abortion doesn't even show up. >>neil: i promise we will get to benghazi in a moment but first i want to give senator warner a chance to talk about the women's issue on the one hand, obviously, you have a lot of women who are liberal on social issues who are not happy with mitt romney. on the other hand, this recession by all standards, the number of women who have lost jobs and the number of women who is gone into poverty, has hit women harder than men. warn want i continue to find it remarkable whether it is the republican senate candidate in indiana, the republican senate candidate in missouri, who somehow are making the outrageous comments about rape, the fact is, i know in virginia

one of the reasons why women are supporting the president so strongly is our state legislature made virginia frankly a laughingstock with some of its intrusive ultra sound type of procedures that they were proposing. people are afraid when you turn the keys over to some of these guy whose seem so disconnected and, this is not only about women's reproductive health but it is about economic issues and about women's ability to have a child and family medical leave. it is about making sure that women's health care issues are related to women's ability to be active in the workforce. saying these are not issues of importance, i can only speak to the folks i am dealing with in virginia, women and men, want to make sure we keep the elects officials out of the personal divisions. my understanding is the romney and ryan republican platform is exactly the same position that

the other candidates have put forward. it is again one of the reasons we are seeing in virginia --. >>chris: let me just say the romney position is he would allow exceptions in the case of rape, incest and the life of the woman but moving on --. >>guest: hasn't mr. ryan voted consistently --. >>chris: if i may --. >>guest: mr. ryan --. >>chris: joe biden didn't agree with a lot of president obama's positions but you listen to the guy . >>guest: but he has flipped positions now. that is news, mr. ryan. >>chris: actually, moving on to libya for some period of time and the continuing controversy over the attack on the u.s. consulate in beach embassy that killed four people, we learned on friday the c.i.a. operators on the ground repeatedly requested military backup and were refused and they also asked

to be able to go from the annex where they were over to the consulate to help out there and were refused. this week, the father of one of the navy seals, charlie wood, spoke out. >> my son violated his orders in order to protect the lives of at at least 30 people. he risked his life to be a hero. i wish the leadership in the white house had that same level of moral courage and heroism that my son displayed with his life. >>chris: senator you'd come you are on the senate armed services committee and the senate intelligence committee. how do you answer critics that say the obama administration has bungled this before, during, and after the attack? >>guest: well, chris, we share the grief that mr. woods exhibited in that segment. let me say this, we will get to

the bottom of this. the intelligence committee will hold hearings, and the state department has their own investigation underway. but i have to say any observer would looks at what happened in benghazi would have to say this situation has been politicizeed. governor romney realizes his anxiouses and his reaction was unbecoming to potential commander in chief and backed off of those comments. in the debate last week, benghazi and libya was not raised when governor romney had a chance to discuss it. we ought to be asking in the spirit of ambassador stevens and pulling together. after 9/11, and --. >>chris:, wait, wait, wait, senator, it is a legitimate issue to discuss before an election when four americans were killed and there are questions of intelligence failures before and during the attack. >>guest: it is a legitimate issue but every story leads to

political come tear and trying to point fingers. after 9/11 we came together. there were a lost questions to be answered. let's operate in that same spirit. remember what ambassador stevens was trying to do and stand together. the middle east is crucial. we need to be tough there but we need to be smart and engaged. this discussion has been politicized. it hasn't been helpful or helped us get to the bottom of what happened. chris there were drones flying over benghazi during the hour when first the consulate and the annex, six or eight hours, were under attack. were the drones armed? >>guest: we find out, we will find out what happened and that information, if appropriate, will be revealed. i cannot comment on what i enjoy at this point. >>chris: you agree if they were armed they could have, without as panetta said, sending more troops into harm's way could have broken up the attack?

>>guest: the crone assets we have are remarkable and they saved the lives of many americans while we have been getting the bad guys and i look forward to discussing this further when i have the information. >>chris: senator portman is another member of the armed services committee, what do you make of panetta saying we did not send troops right away you do not put even more u.s. assets in harm's way until you have hard intelligence on the ground as to what they are getting into. >>guest: well, i have to say i am a member of the senate armed services committee and i appreciate what my friend said about not politicizing this. this is not about politics. this is about a huge national security issue that affects all of us and there was a shocking breakdown operationally, not to have the security there in the first place and not to spend to these guys and their pleas for help for seven hours during a firefighter, it is unbelievable. now, we are hearing the

president of the united states based on his own words, issued a directive immediately after he found out about the firefight saying he wanted to be sure the people on the ground were safe and they are getting what they needed. it didn't happen. this means either the president's order was not followed which would be a breakdown in terms of the white house procedure. or, it means the order wasn't issued. we need to find out about this. it is not about politics. it is a very serious situation. after the fact, of course, there has been a lot of confusion about what happened and why it happened. it show as lack of leadership. it shows a policy in disarray. it is perfectly appropriate to have the questions. senator john mccain and i sent a letter two week ago to secretary panetta but we have not heard anything. and we sent another letter yesterday about the order issued by the president. why wasn't it followed?

it makes no sense. >>chris: we have a couple of minutes left, senator warner, yes, this investigation is going to happen after election day, but we will not know the facts when people have to go vote. >>guest: well, chris, again, as pen of the intelligence committee, what we ought not to do is get into some of the issue s echoing what senator udall said about drone assets and some of the we reports that the network has issued, my understanding is the administration has denied. i have an enormous amount of faith in the process that we will take on in the intelligence community at look at this and i have an enormous amount of faith in former deputy head of the state department and the former chairman of the joint chief of staff mullen who are going to be leading this investigation into finding out what, exactly, did happen and what those timelines

are and if there were mistakes made get them exposed so they would never happen again. >>chris: senator warner, one specific question. >>guest: and the four americans' lives were killed and the most appropriate thing is to have this information and investigate it in a proper way the same way the state department has launched previous investigations whenever members of their personnel are killed. >>chris: senator, a direct question on the drones. i can understand how it is politically embarrassing for the administration if it turns out the joins were armed and the weapons were not fired when the men, the u.s. american, the americans were under attack for seven hours but i cannot understand how it gives up valuable intelligence. can you tell me directly, were the drones armed or not flying over benghazi and were recording it if real time? >>guest: this member of the not intelligence committee is not going to comments on drones on the record, off the record or anywhere else.

>>chris: senator johnson you have a minute. >>guest: well, the american people have the right to know. that is what they are demanding in wisconsin. what was the president doing during the seven hours? did he give that directive or not? did panetta defy his directive? what happened if who sent ambassador rice out five days later when they knew it was a terrorist attack, that it was replanned, sent her on the sunday talk shows to say it was a spontaneous reaction to the video. this administration purposefully misled the american people for weeks. this president misled the american people for weeks and i think the american people have the right to know. it was misleading or incompetent and we are finding out it was probably both, misleading and incompetence on the part of this administration, the american people have the right to know. >>neil: we will lebanese -- leave it there. thank you all if coming today.

brit hume is our senior political analyst, and democratic strategist, and karl rove founder of the republican super pac american across roads and fox news political analyst, juan williams. and now, the electoral map based on public polls from last week. you had states solid or leading obama in shades of blue with 237 electoral votes. and states solid or leading romney with 2306 votes and eight toss ups in yellow with 95 electoral votes and you need 270 to win the presidency. this is from last monday and this shows all of the states some of the leading obama and romney. any movement last week? >> well, we will know tomorrow night with our electoral college map but we are at a point where

there is little movement, the momentum was on romney's side but the closer you get to the end, one of two things happens. the 1980 with rapid movement in one direction or we see what i think we are seeing, movement toward romney but slowing because we are down to the thin group of people. >>chris: do you have any sense of big movement? >> at this point the polls are less important than the early voting numbers, the actually people voting. take ohio, in ohio 1 109,000 fer democrats than now years ago allied for early, and 400,000 more republicans already, so there is a shift of 120,000 or 130,000 absentee ballots to republicans. >>chris: and another question i asked, obama camps says they

have 137 field offices and romney has 39. >> they are just called republican headquarters or democratic headquarters in ohio. what matters is the volunteers. the 2004 ohio bush campaign was unbelievable. they have new busted the metrix, yesterday ohio victory committee knocked on the 2 million doors and will have, this is mitt romney, knocked on 3 million doors and made seven million comments. >>chris: joe, any comment about the map? >> i am struck, and we have talked about the map since april. it is the same map. it has gone back-and-forth. highway he was leaning. it never leaned romney. romney has never had a lean during the entire year in ohio

but, look, part of the disadvantage romney has and part of the reason you have the headquarter numbers so big is because obama has been fighting for ohio for four years. they enough turn down their structure from four years ago and obama, romney, because of the primaries could not put as much focus on so that is a disadvantage. >> there clearly has been movement in the polls inabilitily and in the swing states. romney, especially, since the first debate in early october. how do you read this race. >> let's assume everyone is right that ohio is the linchpin which i think is reasonable supposition. you have a southwest national polls to include gallup and rasmussen that show romney with four, five, or six point lead and another one tomorrow and this is a bipartisan poll which is a sell it poll, reliable

poll, showing romney up five nationally. in the battleground states. it is the battle ground poll is the name of it, a national poll, if those polls are correct, it is difficult to imagine that ohio would be that different. ohio has closely tracked the national outcome since 1960. it is certainly true and worth noting that mitt romney does not now lead in a single ohio poll. but i can't believe that national poll wouldn't tell you something about how iowa will go if the polls are correct. >>juan: the moment is stopped. obviously, mitt romney hat momentum after the first debate but what we are looking at if you just, say, forget the complexity we can hear, romney has never led in ohio or nevada, wisconsin, iowa, never.

so what you get here is a situation where at the moment he is trying to perpetuate the momentum by coming on with the argument that he is moderate mitt. it is tick or treat for the halloween season, what is the real mitt but he wants to be, that is the drive he is making for the few voters that remain. he is not the guy that president obama castigated as a hard hearted extremist and that is why paul ryan has disappeared. you do not see him in ohio. >>chris: what do you mean? >> you will see him in alabama and south carolina. >> please. there is one inconvenient fact, juan, and --.

>>juan: the key is the new voters and turn out. you talk about the contacts but the fact that there are ten million new voters mostly young people, blacks, hispanics, something hard to make up for and that, so far, in the early voting karl talked about, you look at the results from early voting, they favor president obama because they have turned out. karl: if you look at ohio, 57 percent of the absentee ballot requests come from democrats would votes in none, one, two of the last elections and 70's percent come from those who voted in one, two or none so the democrats are cannibalizing the election day turn out and the republicans are getting the new turn out. >>juan: but the results are obama is beating romney on votes

cast. karl: not in obama. >>chris: time out. time out. time out two questions, and i want to talk about the disparity between the national polls and the state polls, is it possible we are headed for another 2000 where you could have romney win the popular vote in this case and obama win the electoral vote >> we could. when you have the margin as big nationally as it appears in the national polls you will have state polls follow. but something else could be at play, we are giving all the polls a precision they don't have. take ohio, there have been 21 polls sin the first debate. in 15 or 16, romney led among the independents by an average of 13 points. obama has led among independents by two, and two polls they didn't break out by democrat or republican or independent. it is hard to believe if romney is leading among republicans by

the margins he is and leading among democrats or among independents by an average of 13 that he will not win. >>chris: a last question, you have this map like it is set in stone but you hear talk about the possibility that there could be new states that come on including pennsylvania or michigan or minnesota. could romney have a chance in any of other states we previously thought were solid for obama? >> he bought television in minnesota but own minneapolis tv, to hit far west wisconsin but we have to watch pennsylvania which have moved from obama to lean obama so if there is a national trend since the first debate moving in romney's direction --. >> i don't think the states are if play. they can get romney there to spend time but i wouldn't do it. if i win ohio or wisconsin the

we learned, as you heard debated there, the fact that c.i.a. operators on the ground in benghazi asked for military backup and were turned down several times while the attack was going on. we found out that the c.i.a. people on the ground reported that during the attack that a jihad group was taking responsibility, claiming responsibility not attack. what do you make of all of in, especially in the contempt of the campaign? >> what i make of it, it looks terrible although i don't fully endorsed remarks of the grieving father. i understand his grief, i lost a son myself, who not in military combat. i don't think you can accuse the officials in washington who made the decisions of murder. however, we don't know enough now about how the decisions were made and when and by whom. panetta offered a hint of a explanation you don't send
